Camera Usage and Recording Review Policy
- The use of security cameras in Candlewood Knolls will be limited solely to reactive monitoring, not proactive viewing nor active monitoring. Security camera recordings will be reviewed by a Security Committee of the Board.
- The Security Committee (under the circumstances stated above) will consist of the board president, head of security, and other CK Board members as deemed appropriate by the board president
- A review of security camera recordings will take place only in response to a reported “incident” by a community member or by the CK Board, and where the “incident” meets the below criteria
- An “incident” is defined as an occurrence that results in injury to a person, or theft or vandalism to property that is significant enough to involve local police. The final decision on whether a reported “incident” meets these criteria is at the sole discretion of the Board.
- All requests for review of security camera recordings should be made in writing and addressed to the Board. The request must include the date and approximate time window in which the incident took place. Each request will be reviewed by the Security Committee and a determination made as to whether the reported “incident” meets the criteria and therefore warrants review of the recordings.
- Once a recording is reviewed, the Security Committee will contact the requesting resident to advise whether the recording captured the reported “incident”. If it did not, the incident will be considered closed by the CK Board. Any further pursuit of resolution is at the discretion of the resident and outside of CKC involvement.
- If review of a recording does capture the “incident”, the requesting resident will be advised. No identification of individuals will be provided to the requesting resident. The resident would have the option to involve local police, and recordings would be made available to the local police at their request.
- In the event that it is CK property that is damaged or stolen, the Board will decide whether to contact the police.
- Recordings will be retained for a specified period of time not less than thirty days and then overwritten. Recordings that relate to a reported “incident” may be made and retained as needed.
- Cameras may be placed only in public areas which means common usage areas of the community. In the Knolls this includes, but is not limited to, roadways, boat docks, beaches, mailbox station, ball field, playgrounds, clubhouse grounds and other Knolls-owned property.
- Signage is posted making people aware that cameras are being used in those areas.
